Deadline of Filing of Application for the October 16, 2011 Career Service Written Exam

The Civil Service Commission (CSC) is now accepting applications for the Career Service Professional and Sub-Professional Paper-and-Pencil Test to be conducted nationwide on October 16, 2011, the second and last schedule for the year.

The CSC said that the application period will run until September 1, 2011 but warned that it may be closed at any time once the CSC Regional/Field Offices have reached their respective quota. Thus, the CSC advised applicants to file early.

The Career Service examinations (CSE) are open to Filipino citizens who are at least 18 years old at the time of filing of application, regardless of educational attainment, and who have not taken the same level of examination in less than three months.

Interested applicants must complete and personally submit the following requirements at any CSC Regional or Field Office: 1. Properly accomplished Application Form (CS Form No. 100, Revised 2008 available at any CSC Regional/Field Office and downloadable from the CSC website www.csc.gov.ph); 2. Four pieces of recently taken (not more than three months ago) passport size (4.5 cm x 3.5 cm) I.D. pictures with white background, showing the applicant’s bare face (without eyeglasses or any accessory that may cover facial features), and with hand-held name tag bearing the applicant’s first name, middle initial, last name, and extension name, if any; and 3. Original and photocopy of any valid I.D. card, such as Driver’s License, SSS ID, GSIS ID, current Office ID, Postal ID, BIR ID, Barangay ID, Voter’s ID, valid Passport or Police Clearance with the applicant’s name, picture, date of birth and signature, and the authorized issuing officer’s name and signature. Examination fee for both levels of examination is P500.

Examination centers are in San Fernando City, La Union; Urdaneta City; Laoag City; Vigan City; Tuguegarao City; Bayombong, Nueva Vizacaya; City of San Fernando, Pampanga; Cabanatuan City; Batangas City; Lucena City; Sta. Cruz, Laguna; Morong, Rizal; Trece Martires City; Legaspi City; Naga City; Iloilo City; Bacolod City; Kalibo, Aklan; Cebu City; Tagbilaran City; Tacloban City; Maasin City; Zamboanga City; Dipolog City; Cagayan de Oro City; Davao City; Cotabato City; Koronadal City; Baguio City; Lagawe, Ifugao; Tabuk City; and Butuan City. In Metro Manila, examination centers are located in Manila and Quezon City.

The CSE Professional level is a general ability test that aims to measure verbal, analytical and numerical abilities, while the Sub-Professional level aims to measure verbal, numerical and clerical skills. Both levels have general information questions on the Philippine Constitution, government work ethics (R.A. 6713), human rights issues and concepts, and environment management and protection. Passing grade is 80.00.
The CSC elaborated that passing the CSE would result in the conferment of either Career Service Sub-Professional eligibility or Professional eligibility. The former is needed for appointment to government-wide first level positions consisting of clerical, trades, crafts and custodial service positions that involve non-professional or sub-professional work requiring less than four years of college studies. The latter is appropriate for first level as well as second level government positions, taking into account the new definition of second level in the civil service.

Meanwhile, the CSC also reported that an examinee is allowed unlimited attempts to take and pass the CSE, provided that he/she shall only take the same level of examination once in every three months. For instance, one who has taken the Professional level and failed can only apply for the same examination level after three months, but he/she can still apply for the Sub-Professional level within that three-month period.
